STONE TEMPLE PILOTS frontman Scott Weiland was on the streets of SoHo yesterday in his pajamas, asking passersby where he could buy women's panties. Weiland wasn't back on drugs. When he flew in from California to play the Hammerstein Ballroom last night, the airline lost his and wife Mary Frosberg's luggage. When they awoke at the Mercer Hotel, Frosberg, a stunning Q agency model, asked Weiland to buy her some underwear. A kind soul pointed out a nearby Wolford's.
